If a subordinate doesn't submit their workbook, approvals can occur even with submittal alerts

When configuring the alerts within the compensation plan, is there a way to prevent an approval if there are errors on the workbook that would prevent the subordinate manager from submitting? For example, if we have an alert in place that will prevent a workbook from being submitted if there there is a promotion amount greater than 50%, the subordinate manager cannot submit their workbook; however, the approving manager can go in and approve when you have "approve at anytime" configured to approve workbooks despite the alert that is in place that prevented the submittal.
