Compensation Fast Formula Hierarchy Using AoR on Worksheet Display limiting AoR access to other mngr

We are using Fast Formula for our Hierarchy Approval Flow, The clients want to display only the employees specifically for their AoR. However, the level 3 manager is the manager of the level 2 manager with a different AoR. The problem is Manager 3 can also have a visual on AoR that the level 2 manager holds. We tried to limit this through the Security profile but it is not working. Setting the filter on Direct reports only is not feasible because the CEO still needs to have access to his lower or Indirect reports. Is there a way to
