Account hacked. Assistance needed for recovery

My oracle cloud account has been compromised. Someone has managed to change the password of the account and has also changed the email address of the account.

My oracle cloud account has been compromised. Someone has managed to change the password of the account and has also changed the email address of the account. I no longer receive password reset emails as the email has been changed to the hackers email. Please help me recover my account, I am unable to contact support or live chat due to being on a free tier un-upgraded account. I am worried the hacker will use my account to make fraudulent charges.
