Development Goals don't work correctly on performance document

Hi everyone,

I have added development goals directly from the section in the performance document. There is no approval process for this. When I return to Evaluation Topics, it shows that nothing has been added to the section. We selected in the template the check box of Use synchronized goals sections. This situation only affects some employees, not all of them.

Could you please guide us to know what we need for it to work properly?
