Unable to add and Element Entry to the correct Payroll Relationship Group

We have a rehire and I am unable to add an Element Entry to the correct Payroll Relationship Group. What am I missing?

We just rehired an employee and the new assignment number is E12093-2 but when I go to add an Element Entry it is not giving me the correct Payroll Relationship Group. I expected to see a payroll relationship group 12093-2 but I don't. What do I need to do to make sure the Element Entry is correctly assigned to the payroll relationship 12093-2?
