Duplicate Records for Employees who were Pending Workers

Summary:

Some users are listed twice in the Journey Assignment screen - only one will work

Content (required):

For our users who were onboarded via ORC and were previously Pending Workers - there are two records shown for them when assigning a Journey. Selecting one will successfully assign the journey, selecting the other will "fail" (no error - just won't even show up as trying to assign)

If I look up this particular employee in Person Management, and tick to show terminated work relationships I can see two records there too: One is the Active Employee record, and one is the Pending Worker record in Terminate Assignment
