How to hide "Create job offer" option in Oracle in "Interview and Selection" phase?

I am looking for guidance on how to hide the "Create Job Offer" option in the action menu of a requisition when the candidate has reached the "Interview and Selection" phase and is in the "Selected for Offer" status.

Currently, in our Oracle system, the "Create Job Offer" option is still visible in the action menu even when a candidate has been selected in the above mentioned phase. However, we need to restrict this option at this specific stage of the recruitment process.

Has anyone faced a similar requirement or have experience on how to hide options from the actions menu based on the change of phase and status of a candidate or requisition in Oracle?
