Autocomplete rule not refreshing upon change

Summary:

Hi - I have a rule to default the Time Card Required field if the employee is selected as Hourly. The value should be Yes for the hourly folks and no if they are selected as salaried in the Assignment Section

The UC is 19 and the customer is Quad/Graphics

I got the rule working when we are creating offers, however, if the person returns to the assignment section after hitting continue and changes the value of the hourly/salaried field - it is not refreshing the Time Card Required. Is there a way to make it refresh every time? I even tried using a Partial Page Refresh based on the component and it does not seem to have any affect.
