create job application on behalf of candidate should be enabled by default in submit applicationpage

Summary:

When an agent submits a candidate, mail should not be triggered to the candidate on job application

Content (required):Our client has a requirement that when any agent submits a candidate to a job requisition, then the mail should not be triggered to the candidate informing them about the application.

We have already enabled "create job application on behalf of the candidate" option at the agency creation level, but when the agent is submitting the profile, the above option is disabled and agent should enable it manually.
