Workforce Compensation Plan Eligibility

Summary:

We are running to some employees with eligible criteria on them, However when we Open the plan there are not being fetched by the plan, meaning there should be an indication there that the employee is not eligible or eligible to the plan right? however, no plan at all is added in the administer worker. what should we investigate with this scenario? Please Advise.
