When I try to enable ORA_PER_JOURNEY_SECURITY_ENABLED profile option an error comes out.

I would like to set this profile option to Y, as below:

But when I click on Save the message comes out

"You can't update predefined data during application maintenance. error oracle fusion"

What should I do?
