EPCM partial allocation based on driver?

Summary:

Can you allocate part of the cost pool but based it off the specific driver (instead of using the percentage on definition page)?


Content (required):

For example, you have $1,000 in a cost pool (your source), can you allocate it based on headcount ratio to different LOBs? The ratios are all percentages but do not add to 100%.

In other words, is there a way to prevent EPCM from re-percentage the original driver values? (Or peer EPCM developers do you think this is a good idea lab post?) I know I can do it thru a custom calc rule but we all know it is not the best rule type for functional users.
