A payment cannot be created error

When we try to create a new payment an error message appears and says "A Payment Cannot be Created"

When we try to create a new payment an error message appears and says "A Payment Cannot be Created" regardless of the bank account and the supplier, the payment before was working fine with no errors and suddenly this error took place.

Could anybody advise if he faced this before.
