How to achieve two level of payment approval for PPR with single approval group in sequence

Summary:

Currently we have 3 approvers in one single approval group for payments, we cannot use the same group twice in sequence for two level approvals as same approver can approve twice. However, we need two different approvers should approve PPR from same approval group.
