Autocomplete Rules icon missing in one Dev environment

Summary:

One of our developers called out not seeing the Autocomplete Rules option in HCM Experience Design Studio screen in one of our Dev environments. We checked and confirmed he had the correct roles assigned. In checking our other environments, users with the same access see the Autocomplete Rules option in all of our environments except for one. Is there a configuration setting that needs to be turned on to enable this, or was this environment just missed in original setup and SR needs to be raised with Oracle to enable Autocomplete in this environment as well?
