How does Oracle know to withhold or not withhold 401K from each payroll element?

Summary:

I am a reports developer, and I am working on a BI Publisher report to pull 401K data. Before I create the report, I need to understand how Oracle knows to withhold or not withhold 401K from each earnings element.

Content (required):

When setting up a new earnings element, I don't see any questions about whether or not the element is subject to 401K withholding. Therefore, I am trying to figure out where we would tell Oracle to withhold 401K from the element. Is this controlled through balance feeds?
