Can newly created Talent review be empty instead of fetching last year rating?

Summary:

We would like the talent review to not fetch rating entered in the tool in the previous annual cycle. That way managers and HR can easily identified the ratings that have been entered for this annual cycle. When HR and manager open a new Talent review meeting, it should hence be empty with no rating in them.

Content (required):

Today, when we start our annual campaign of Talent review in October, when HRs create the Talent review meeting, the talent reviews are are already displaying the ratings entered from last year campaign. It is then really confusing for managers and HRs to understand which ratings are the one entered and validated last year, and the one that they have already adjusted or that the manager has already entered in the meeting preparation screen for this campaign. There is no flag, color to make the difference between last year ratings and the one entered for this year campaign. We
