Complex Work Purchase Order - Work Order Confirmation

Hi

I checked in cloud readiness note, requester can create the work order confirmation by assigning some privileges.

But when I tested assign those privileges to requester, I don't see any menu in UI to create the work order confirmation. I know the work order confirmation can be created through PO UI screen. But requester doesn't have this menu. Can anyone please advise how requester can create the work order confirmation from UI screen?
