Tree Name Criteria Dropping out International & Non-Employees

Summary:

Hi - I am creating a report with a number of different fields pulling from the following subject areas:

When I have all of my criteria EXCEPT for the tree name, these international employees and contingent workers show up:

Here you can see they clearly have a value in the "Tree Name" field. However, when I add the criteria to specifically look for the tree name of Quad Graphics, the people drop off the report:

Would this suggest an issue with the report, or the org tree, or both? Any help would be greatly appreciated!
