Summary: HR should not be able to add any new action after Employee is terminated except rehire or reverse terminate

Content (required): Currently HR can add assignment change actions over terminated rows which causes data corruption and some report or process does not work as expected. Hence, it will be better to restrict addition of unwanted new action over termination. Use case is raised , however under review and we need to deliver solution by next week.

We are trying below code, however it is throwing Oracle error once submitted, not after tab out as well.
