Phase Sequence Number doesn't match CSP

Phase Sequence Number doesn't align with the CSP we've defined.

We have defined candidate selection phases for our job application progression but the sequence of the phases we've defined doesn't align with the sequence in the phases table nor what appears when querying from the Recruiting Real Time subject area.

We're trying to deliver the latest phase/state for a requisition which involves the query in the code snippet. We're seeing more than one phase for the same requisition in the same phase sequence number as different phases.

I'm expecting that a requisition should only use phases setup in its CSP with a sequence that gives a sense of how far along they are.
