Enable and view multiple plans fro employee

Customer wants that after performance appriasal, all emploeeys with final rating 1 or 2, should be eligible to another performance document named Performance Improvement Plan.

But at the same time these employees must have another goal plan assigned to them called also PIP and the the performance improvement document only the goals from the PIP goal plan should be visible. 

So, I need a new performance template and new goal plan with same eligibility criteria: final rating 1 or 2 for the annual performance document. That I did. 

The PIP goal plan is empty - no goals inside - just eligibility profile. I ran the process and assigned it to only one employee for testing purpose. And it worked fine - the log file showed me correctly 1 person. But when I log is as that person or the line manage I can see only the global plan that was assigned to all employees.
