Cannot Bypass HSDL/HDL to Autocomplete Rule

Summary:

We have a rule, The rule is trigging for HDL/HSDL loads. We want that validation should be skip when we are trying to load a HSDL or HDL.

When we do for a particular admin role in online we are able skip the validation.

We used the "isHDLWorker" to skip the validation for HDL/HSDL loads. But its still trigging.
