I am using the notification task to send emails to multiple recipients, delimiting them by semicolon, but it fails

Content

I need to send an email to multiple recipients using a notification activity.  I create the semicolon delimited list and/or comma delimited list and it does not show as an error in the process but the notification tab shows as failure

The SOA documentation says that example@example.com;myname@example.com is valid, but yet it fails.  Anyone have any ideas?
