Multi user payroll process scheduling and resuming

Summary: We have group of payroll business users who would be working in shifts to support multiple frequency of payroll processing in a hand off manner. For example, one user in shift 1 schedules a jobs for rest of the day and logs off once the shift 1 ends. Shift 2 user logs in and need to monitor / review the jobs scheduled / completed by shift 1 user. Is there any option or provision or security feature in HCM Cloud, that would support this feature or allows this approach of job scheduling and monitoring ?
