Error message when updating salary basis value

Hello experts,

when loading the new salary basis value for some employees the following error message appears: You cannot create an entry for this element with an effective start date after the element can no longer be user on this employment level. (PAY-1635274).

It happens by HDL and when going to Change Salary task.

What should I do to avoid this error? What could it depend on?
