Is there a workaround for limitations of Passengers Distance field on Mileage Allowance Expenses?

Summary:

There are a couple of issues we're experiencing regarding limitations of the Passenger Distance field for Mileage Allowance Expense Claims:

1. The flow of the form doesn't match the order that the Trip Distance and Passenger Distance fields need to be completed by the user.
2. The Trip Distance field allows fractions (e.g. 10.5 miles) whereas the Passengers Distance field only allows whole numbers.

There are a couple of issues we're experiencing regarding limitations of the Passenger Distance field for Mileage Allowance Expense Claims:

1. The flow of the form means that users are invited to add a passenger name and distance before entering the trip distance. However, Fusion then shows an error that the passenger distance is out of range and must be "between 0 and 0". The user then has to delete the passenger name and distance, enter a trip distance and then add the passenger name and distance after. Is there a way we can configure the form so that adding passengers and calculating the reimbursable amount are the last things the user completes at the bottom of the form?
