Is it expected that Repeat-End On field is not available when Start, End Time & Time zone is blank?

Summary:

Hello, we would like to verify the behavior where End Date field doesn't show automatically when selecting a Repeat frequency in Activity Creation on Learning.

We noticed that the user has to provide the the required fields: Time Zone, Start Time and End Time 1st before the End Date field shows.
