How can a user creating a Requisition be prevented from entering his/her name as Requester?

Client Business Scenario: Non-employees(or contractors) create requisitions for other employees and currently in their system the non-employees cannot put their names in the Requester field.


Content (required):

The requirement is to re-create the same scenario in Oracle.

Is it possible in Oracle that a User can create a Requisition on behalf of others but is prevented from entering his/her name in the Requester field in the Requisition?
