Inability to Secure Seeded Reporting Folders in R13

We were informed that as part of R13 we are unable to individually secure the seeded report folder

Has anyone found a work around for securing the seeded folders with Release 13 so that sensitive data isn't potentially exposed to people who shouldnt' see it?
