Summary: Restricting pending worker to employee conversion if background verification is failed
Content (required): There is a business requirement where we want to restrcit employee coversion at pending worker stage when background verificattion (BGV) of that particular candidate is failed or is in red status.
System should not allow to convert failed BGV candidate into employee.
