Roles/privileges to be provided for the requestor to create a change order for the PO discussed

Step 1: I created a requisition with automatic PO generation setup using a specific Requester ID. PO is generated with status Open.

 Step 2: Requestor logs in and finds the PO, created in Step 1, through the Requisition page. But the Actions dropdown does not contain any option for the requester

 For the requester to get access to create change order for the PO discussed above, what are the roles/privileges to be provided for the requestor's user?
