Not Able to Update Permission on Shared Folder

Good day,
We recently updated to R13 in our test environment. I was going through to add permissions on the Shared folder so our users can see the custom reports within the folder. I am able to update the Custom folder with correct permissions. But not the root folder. Any suggestions?
