Customize Expense Auditor Rejection Notification Header

Summary:

Is this notification header customizable: Expense Report [ER #] ([Total Amount] [Currency]) Was Rejected by Expense Auditor? We want to change the word 'rejected' to 'returned'.

Content (required):

We made the rtf template change successfully but are having trouble changing the notification title/header. We made the below user interface text change, but it's not reflected on the notification.
