How to make move comments field required for specific phases/states

Hi,

The requirements is to make Move Comments field required for specific phases/states.

If current phase name is 'TEST123' and we move candidate to next phase, Comments field must be required.

It is apersonalization, but we didn't succeed to do it.

Help much appreciated.
