Creation of Service Gateway fails in Always Free

I would like to setup a Bastion service, which needs access to plugins for Compute instances for Managed SSH sessions. To get them loaded I need a service gateway created. The related VCN is newly created, but the error message I get is:

The maximum limit of 0 for Service Gateway has been exceeded in VCN ocid1.vcn.oc1.eu-frankfurt-1.xxxxxx

There are no further compute instances or network resources in my tenant. Where can I see the limits and probably reset as I think at least one service gateway should be available
