Withdraw or reject a candidate

Hello,


Several recruiters have asked me why at certain times they can: REJECT the submission and at other times WITHDRAW the submission.

They'd like to know if these different functions depend on the stage of the offer?

They'd like to know at what level they can reject the application and exactly at what level they can withdraw the application.
