Does anyone else support FRANCE and experience any issues with utilising the MSS standard functional

We are facing some issues from France who tell us that there are legislative reasons why managers can not process standard Oracle transactions such as terminations, change of hours.  I was wondering if anyone had faced the same pushback from companies within France as it would help us in our discussions.
