How to update hierarchy under Manage Geographies in Live HCM system

We need to update the hierarchy under Manage Geographies for Mauritius because of the duplicates in state. Rather than creating the cities under one state, for each city separate state record has been created. This leads to a confusion while adding or updating the address.

Is there any way to move the all the cities under one state and delete other state records, without impacting other areas like ERP, Payroll, Recruiting.

Which HDL Business Object we can use to delete the duplicates and copy cities under one state under Manage Hierarchy.
