Transaction Console - Approval Rules - Documentation/Multiple Rules

Summary:

i'm looking for documentation on Transaction Console and Approval Rules. Specifically my question is If there are multiple rules are all rules evaluated?

Content (required):

If Rule1 was IF x=1000 then user 1 approves and if Rule2 was IF x=1000 then user 2 approves, would both rules get evaluated? or just rule 1? or Rule 2 be applied if the priority was High and Rule 1 priority was low? or?

If multiple rules are evaluated and applied what is the best practice for rules? Should any given rule be the only rule applied? Meaning one and only one rule is to always occur.

My question is not specific to recruiting job offer approval rules but in generality although the rules i'm working on now are specific to job offer approvals.
