We are looking to restrict views for different types of users

Hiring Managers to view candidates on their requisition only once shortlisted - can achieve by restricting the CSW step and no access to restricted view

Recruiters to view all candidates - can be achieved by providing access to all steps

Onboarding team to view candidates ONLY after Offer is Accepted. So here is the challenge - if all steps are marked as Restricted, Hiring Manager too would lose view of the candidates on the specific requisition. Is there a way to achieve view for specific user FROM a specific CSW step onwards only
