Validating Salary Basis based on Assignment attribute Hourly or Salaried

We have a requirement to validate salary basis in Change Salary Transaction based on "Hourly or Salaried" Value. Autocomplete team has approved this use case.
Content (required):
Whenever an employee's hourly or salaried value is set to 'Hourly,' we want the autocomplete to validate that users are selecting the 'Hourly' salary basis. Similarly, when the value is set to 'Salaried,' we want to ensure that users are selecting the 'Annual' salary basis.
We have implemented this use case in our instance. The rule appears to be working for employees whose hourly or salaried status has not been changed. However, when the employee's hourly or salaried value is modified, the rule fails on valid scenarios.
