How does a user specify a User Rate in AGIS for a cross currency cross ledger transaction?

Summary:

User needs to record a cash transaction between Canada and USD using a specific rate from the bank for that day and the transaction will cross ledgers so we are using AGIS. How does user specify a user rate? We are not seeing user as an option.
