Does anyone have a SQL to pull W4 data including the last effective start date

Summary: We are looking to encourage any employees still on the pre 2020 W4 forms to resubmit their W4 data using the new forms. I'd like to be able to pull a list of employees whose calc cards are dated prior to 1/1/2020 to specifically target them with communications. But I am having trouble getting the correct date in the sqls I am running.
