Transferring balances during a Global Transfer

Summary:

I've been trying to get the balances to transfer correctly during a Global Transfer. I have built new balance names to capture the Prior balances. When the Global happens the balances due transfer over via the flow as expected. When I process the next payroll on the new Legal Reporting Unit, it is ignoring the balances that were transferred. For example 401k. Is anyone aware if I need to write fast formulas to have the system look at the prior balances during the calculation?
