Seeing Data Across Different Environments

Viewing data across different environments inconsistent.

When I run a report, we created in Dev11, there some data that I don't see in our UAT environment? And in some cases, it is vice versa, where I can see data in the UAT environment but not in Dev11. Does anyone know what is causing this and what solution may exist.
