Life Event not defaulting current dependents

When processing our Admin LE, dependents are not being defaulted to same coverage

We have a life event, TC Admin, that is used by HR to do changes that open up the entire program.  When doing this, the dependents that are already assigned to the medical plan are not being defaulted to covered during the life event.  Other plans such as dental and vision are maintaining the default of the previous coverage.

From everything we see in the program configuration, the plans are both setup the same but yet the dependents are being dropped on the Medical during LE process.  Any ideas on what the issue is with the setup?  Attached the setup of Medical and Dental.
