Is there a solution/workaround for profile IRC_REQ_ALLOW_RULE_CONFIG_CUSTOMIZATION_ENABLED SITE

If the profile IRC_REQ_ALLOW_RULE_CONFIG_CUSTOMIZATION_ENABLED SITE is set to YES, Hiring Manager need to complete the full Job Requisition, however with profile set to Y, the created/initiated Job Requisition by Hiring Manager will not be able to be routed to Recruiter, which need to complete and review Job Requisition. Once recruiter is finished with formatting and review of all Job Requisition information per section, not be able to send Job Requisition for approval, prior to posting.?

If the profile IRC_REQ_ALLOW_RULE_CONFIG_CUSTOMIZATION_ENABLED SITE is set to NO
