How to control access at role and measure level in Demand Management

Summary:

We need a user to be able to "Manage Plans" (and not have access to any other task) and need that the same user should be able to "view only" measures like "Bookings Forecast" for APAC region but create/ edit measures "Global Confirmation for Adjustments" for APAC region. How can we achieve this requirement within the current oracle cloud design ?
