Different managers for approvals of performance and absence

Our requirement is as below .
An employee has a performance manager - who will approve their goals and performance review etc
The same employee will have an Absence /learning manager - who will approve vacations/courses etc but keep the performance manager informed. The performance manager should not be involved in directly approving the above for this employee.
Is this possible .
Options
1)Can we identify the Performance Manager as the Line Manager in Core HR so , that the performance document creation isnt affected and the process is seamless.
2)Can we identify the Absence Manager as another "Manager " type on core HR . If so , how do we route approvals as needed?
